The rate is available during the weekends except in August when it can be available 7 days a week (European summer holidays month).

Note that this is not a Government rate but intended for Public Sector workers leisure stays. The discount used to be 40% but Hilton lowered it to 33% last year.

Conclusion

Remember that this offer is available for Public Sector employees. It may require one to show an ID from the public sector, although this is not often enforced. Business hotels tend to be rather empty during the weekends and offering discounts during this period makes sense.

Seems that the rate is not as often available as it used to be. Hotels can choose whether they participate to this rate offer or not and some have decided to opt out. There are not many participating hotels in continental Europe.
