It seems that this offer is tied to the Best Available Rate that is rarely the lowest available rate. At the Conrad Bangkok there are number of offers with breakfast included that have a lower price than this promotional rate. Conclusion
This offer can make sense IF there are no other rates than Best Available Rate available. I do think that it would be rather rare occurrence, however.
