Edit: IHG Has removed the required of requiring to book the Double Points Rate Category-rate from the terms and conditions. It is enough that you register for this promotion and have a midweek stay at any of the participating properties to get the double points.
The terms and conditions of this offer are contradictory. The fact that you need to register for this promotion would indicate that there is no need to book a specific rate in order to get the bonus points.

I checked three properties that are on the participating properties list that didn’t have a “double points rate” loaded.
Conclusion
I am not a huge fan on promotion that requires you to book a specific often inflated rate to be eligible for bonus points. The registration for this offer and requirement to book a special rate are contracting each other.

Must be a Priority Club® Rewards member or enroll prior to stay, and must register member number in advance to participate in this promotion. Double points will be awarded for your first Qualifying Stay only during the Promotional Period. A Stay is defined as one night or consecutive nights at the same hotel, regardless of frequency of check-in/check-out and has to be booked on the Double Points Rate Category. It may take up to 4 weeks from the date of stay for bonus points to be added to the member’s account. Offer valid until the 31st July 2013 for stays from the 17th June to 31st August 2013.
