Flybe made an announcement on Friday that it would end its Rewards4All program and Join Avios, which is part of IAG (International Airlines Group) that owns both British Airways and Iberia.
You can continue earning Rewards4All points until January 9, 2015. The last day to redeem them is March 31, 2015, for flights until October 24 the same year. Avios collectors can start earning Avios from Flybe flights starting on October 27.

Note that unredeemed Rewards4All points will not convert to Avios, but will expire if not used.
Avios is separate from British Airways Executive Club and Iberia Plus, although all their frequent flier currencies are called Avios.
Avios (the shopping program) requires your address to be in UK on South Africa to join. It doesn’t seem that you could earn British Airways or Iberia Avios based on this partnership. You can, however, transfer Avios between these three Avios programs. Bit confusing, isn’t it?

The number of Avios that you earn for Flybe flights that is entirely dependent of their price is rather pitiful, which is better than nothing I guess. The problem with the Avios is that you need an address in the UK to sign up. You can obviously use some friend’s one, but I would always rather sign up using my own.
