IHG Rewards Club has updated the Terms and Conditions governing the hotel loyalty program effective July 14, 2015.
The change is not huge but may affect those that had been planning to get the Spire status (read more here) via backdoor.

IHG Rewards Club Dining Rewards program has allowed one elite level bump. Club members would get Gold status and those with Gold already a Platinum one.
You can only get one level bump to Gold or Platinum status. You cannot get upgraded to Spire level by buying the Dining Rewards program membership.
Seems that IHG Rewards Club is trying to make this Spire level only achievable by stays or points, but not using any of the “fast tracks” that have been available for Gold and Platinum. Let’s hope that they would make this Spire Elite status worthwhile.
