Marriott Rewards has revised the terms and conditions of its Best Rate Guarantee program effective December 19, 2015.
I have previously highly criticized the Best Rate Guarantee program for those trying to match prices for hotels outside of the United States or Canada. Marriott would deny most of the claims due to voucher requirement.

Here’s the minor change with major implications:
Pre-paid rates that require a voucher or other form of pre-paid certificate (including electronic vouchers and certificates) for a hotel stay outside the United States and Canada.
This text has been removed from the T&Cs.
This means that you can now match prices for Marriott hotels outside of the United States or Canada that previously used to be almost impossible due to this voucher rule.
Hotels often sell part of their inventory to 3rd parties that may discount when necessary in order to sell the rooms (and undercut the hotel’s own prices).
