Hilton made an announcement back in April last year (2014) (access here) that they would be moving away from yearly award category changes and would adjust award categories “seasonally” that seems to roughly every other month/every three months based on the observations.
Hilton HHonors has just updated its web page where they post these changes. These changes were announced per their website today December 30, 2015.

You have to bear in mind that Hilton’s award categories don’t mean as much as they used to because the number of points within an award category varies a lot and can be changed unannounced.

Conclusion
There appears to be at least one mistake on this Hilton award update. They have listed the DoubleTree Jakarta on the list of hotels moving UP in award category, although it listed going down from category 5 to 3 (this is usually $100 a night property whenever I have stayed there).
There are 2 properties moving from category 2 to 3, 4 properties moving from 3 to 4, 8 properties moving category 4 to 5, 7 properties moving category 5 to 6, 1 property moving category 6 to 7 and 1 hotel jumping two categories from 4 to 6.
There are total of 84 new hotels introduced after previous update in September.
