Hilton HHonors launched in late July four separate WinBack promotions with variable numbers of required nights and bonuses.
All the promotions are targeted and valid for registration until January 12, 2017. The required stays/number of nights must be consumed within 90 days of registration.

I now believe that these are the “Targeted Plus-Up bonus for select members” that Hilton referenced with their Double Up (read more here) promotion.
Here are the four different WinBack offers:
5,000 to 10,000 bonus points for a stay of two nights or more. The bonus amount is dependent of the Hilton brand you stay at

Conclusion
Hilton HHonors has sent out emails to some members recently about these promotions that I wrote about more than a month ago. It is plausible that they have enabled registration to these offers for more members than originally. Worth checking out.
I have no idea what targeting criteria Hilton HHonors uses when deciding who they offer these to. The promotion name implies that these are likely targeted towards members that have drifted away from staying at Hilton affiliated properties.
