Hilton made an announcement back in April 2014 (access here) that they would be moving away from yearly award category changes and would adjust award categories “seasonally” that seems to roughly every other month/every three months based on the observations.
Hilton HHonors updated its web page for award category changes today. These changes take effect on October 12, 2016.

You have to bear in mind that Hilton’s award categories don’t mean as much as they used to because the number of points within an award category varies a lot and can be changed unannounced.

There are mass downgrades in Turkey and many by more than one category that is not a surprise considering the hit the hospitality sector has taken due to instability (paid rates and occupancy have both taken a nosedive).
There are 70 new hotels introduced after the last update. There are total of 33 that moved down in number of points required and 21 that went up.
Seems that there now is category 10 Curio Collection hotel in Ibiza. The new Hilton Garden Inn Chengdu was opened on August 21, 2016, that is category 1 hotel but without any award availability (read more here).
There are 10 new category 1 hotels in Turkey including Hilton Garden Inn Ataturk Airport. There are number of hotels in Turkey that dropped by up to 4 categories.
The DoubleTree hotel in Beijing that started at category 1 then moved to category 2 is now moving up by one category again. That’s quite an inflation!
