Hilton Honors has launched new promotion for Turkish Airlines Miles&Smiles member stays in Turkey between October 15 – January 15, 2018.
Miles&Smiles members can earn triple miles for stays at participating hotels in Turkey only during the promotional period.

Note that you must have your Hilton Honors Double Dip preference set to Points + Miles and have Turkish Airlines Miles&Miles set as the preferred partner.

Conclusion
Just bit weird that the promotion is only valid for stays in Turkey. Usually, these Hilton offers have global component for double miles when the local/regional is for triple/quadruple.
Here are the terms and conditions of this offer:
(1) You are a member of Hilton HHonors ™; (2) You have chosen Turkish Airlines as your preferred Double Dip® Points & Miles ™ partner on your HHonors profile before implementing your accommodation; (3) You have selected Points and Miles ™ as Double Dip® Winning Style on your HHonors profile; (4) You must register at HiltonHonors.com/THY prior to your stay; and (5) Stay at any participating hotel or resort hotel from Hilton Portfolio between October 15, 2017 and January 15, 2018 (“Campaign Period”).
Bonus Miles: Hilton Honors members will earn the following miles based on the 10 Hilton Honors Base Points for each valid US $ 1 spent and the mark made by the concession in the participating accommodation:
