Hilton Honors launched (or actually relaunched) last month a new bonus points promotion for stays in Asia-Pacific between October 1 – December 31, 2017, that you can combine with all other current bonus offers.
Members that pay using Visa affiliated credit cards will earn double points for their stays during the promotional period. I can confirm that all Visa cards qualify regardless what the T&Cs say just like in previous years.

Note that the maximum number of bonus points that can be earned from this bonus promotion is capped at 20,000. Also, the terms state that the stays booked during the bonus promotion are eligible for the bonus points and those paid using cards issued in the region.

Hilton Honors has had similar promotion in the Asia-Pacific in the previous years and the points have posted when paid using Visa cards issued outside of the region as well.
I can confirm that this is case this year as well. The bonus points have now posted for two of my stays in Asia-Pacific that I have paid using my Visa card issued in Europe.
Here are the terms and conditions of this promotion:
• Offer is valid only for qualifying nights booked and completed between 1 October 2017 and 31 December 2017 (“Promotion Period”) at participating properties in the Hilton Portfolio in Asia Pacific. (All Hampton by Hilton™ hotels in Mainland China are excluded from this Promotion)
• Offer is valid only when you pay for your stay with your valid Visa Infinite, Visa Signature, Visa Rewards (Australia only), or Visa Platinum (Australia, China and Japan only) card issued in Asia Pacific
• To be eligible for this offer, you must be a Hilton Honors member, join at Hilton HiltonHonors.com/VisaDouble if you are not already a member
• To earn double Hilton Honors points, you must register for the Promotion at HiltonHonors.com/VisaDouble and book your stay by booking direct. Book direct refers to booking or reserving a room via any “Hilton booking Channel”. Booking channels include: Hilton Honors Customer Care (Call Centre), online channel (for example, HiltonHonors.com, Hilton.com, Hampton.com, etc.); directly on premise with the hotel; or through an IATA accredited retail travel agent professional (“Travel Agent”) booking through a Hilton channel or the following Global Distribution Systems: Amadeus, Apollo/Galileo, Worldspan and SABRE. Exclusions to offer: Offer is not valid by booking or reserving a room through any other channels such as travel agencies; Advance purchases made through online aggregators such as Expedia, Hotels.com, Agoda.com or other Travel Agents are excluded and Gift card purchases are excluded.

• Offer is not transferable, is not valid for groups and cannot be combined with other offers.
