Etihad Airways has changed their baggage allowance to a system bases on not only cabin but also the individual fare for all tickets purchased effective January 31st 2018 onward.
Economy Class will now have four different baggage allowance categories with the lowest being just 23KG and the highest for Eco Flex Tickets being 35KG.

Allowances for Premium Cabins continue to be higher with The Residence having the most generous allowance for obvious reasons.
If you purchased your ticket before January 31st 2018 the old rules for baggage allowance apply, only tickets issued from that day forward will be subject to the new policy:
Etihad wrote to their customers in an email that arrived yesterday:
We are pleased to let you know that we will be introducing a new checked baggage policy, effective from today, 31 January 2018.
Our new global baggage policy will be based on the total weight of your checked baggage, rather than the numbers of pieces. Our USA & Canada baggage policy will continue to be based on number of pieces.
Elite Members of Etihad Guest still enjoy additional baggage allowance that varies by status level (see details of Etihad Guest Benefits here).
I don’t see much advantage / disadvantage about this policy change, maybe people who check in several smaller items rather than single heavy suitcases will be able to profit from this.
Airlines the world over are tightening the screws on their baggage allowance and tying it to the fare class, especially when it comes to cheap Economy Class tickets, is nothing new. Several airlines in Europe and North America don’t allow any baggage free of charge anymore if one books their cheapest fares.
