Members can save up to 25% off Executive Rooms and Suites. There doesn’t appear to be savings at this time from regular rooms.

Conclusion
Diamond members are all but guaranteed an executive room (lounge access IS guaranteed for sure) and often get suites in China.
This sale makes most sense for Blue and Silver members that wouldn’t get lounge access and/or breakfast based on their status.
The T&Cs of this sale are missing from the Hilton’s page (rate). It is difficult to tell if this sale is for stays through August 31 or merely needs to be booked by that date.
