You can access this offer on Qantas website here.
Note that only flights that are both Qantas operated and marketed are eligible. You can only access the lounge when departing from Australia.
This is quite clever promotion for Qantas: trying to get younger members to sign up and try out their business lounge (at least once).

Here are the terms and conditions of this offer:
You must be a Qantas Frequent Flyer member to be eligible for the youth lounge offer. You must be a Qantas Frequent Flyer to earn and use Qantas Points and Status Credits. Membership, Points and Status Credits are subject to the Qantas Frequent Flyer program terms and conditions.

An Eligible Flight means an international Qantas-operated flight with a QF flight number in an economy cabin. Flights operated by carriers other than Qantas are not eligible for this offer.
Eligible customers must purchase an international Qantas-operated flight with a QF number in an economy cabin. Date of travel must be more than seven days from the original date of booking to allow for time to link the Complimentary Lounge Pass to your Eligible Flight booking.
Eligible customers must be aged between 18-35 years at time of registration. Age is validated by the date of birth listed in your Qantas Frequent Flyer membership account. Date of birth on your Qantas Frequent Flyer membership must match your passport date of birth.
Your Qantas Frequent Flyer membership number must be recorded at the time of registration and booking to receive the Complimentary Lounge Pass. Each passenger must register to qualify for the offer. Each passenger can only make one Eligible Flight booking during the promotion period. Qantas may extend or withdraw the offer at any time.
Each Complimentary Lounge Pass entitles one-person entry and excludes guests or children. The Complimentary Lounge Pass can only be used at the Australia port of departure where an eligible international lounge is located. Eligible Qantas Lounges are located in Sydney, Melbourne, Perth, Brisbane, Adelaide and Darwin. Complimentary Lounge Pass must be linked at least 24 hours before departure. You can find out more on how to link your lounge pass.
Standard complimentary Lounge Invitation terms and conditions apply.
Standard Qantas Club terms and conditions apply.
Flight gift vouchers purchased during the promotion but not redeemed for an eligible flight booking during the promotion period will not earn a complimentary Lounge Invitation. Full or part travel of an itinerary is eligible only if you book (regardless of payment date) and travel within the promotional dates as listed above. If you cancel your initial qualifying booking or change it to be outside the eligible travel period, this offer will not apply. Qantas may extend or withdraw the offer at any time.
In accordance with Commonwealth policy, this offer is not available to you if you are travelling for Commonwealth purposes.
+ Refer to the terms and conditions for eligibility and access to individual lounges. Operating hours may vary by location. Check lounge opening hours, location and bar service times prior to your arrival. Standard lounge dress code also applies.

Here are the frequently asked questions by Qantas:
Who is eligible for this offer?
This offer is open to Qantas Frequent Flyer members aged between 18 and 35 years (as per your date of birth in your Qantas Frequent Flyer profile) at the time of registration, who register and book an eligible flight by 31 August 2019 (unless sold out prior).
How will Qantas know whether I’m 35 or under?
Your age will be validated against the date of birth listed in your QFF membership account, which should match the date of birth in your passport. If your DOB is incorrect in your account, please contact us online or call the Customer Call Centre on 13 11 31 to update your details.
What flights are eligible for this offer? What if I’m flying on Jetstar or Emirates?
You must be travelling on an international Qantas-operated flight with a QF flight number in Economy – this means Jetstar, Emirates and other partner airline flights are not eligible for this offer. Your departing flight can be any time between 1 June 2019 and 29 February 2020, as long as you book at least 7 days prior to travel and include your QFF number in your booking.
How many times can I redeem the offer, is there a limit?
There is a limit of one complimentary lounge pass per person during the offer period. If you make more than one eligible international Qantas booking during this time, you’ll only receive the complimentary lounge pass once.
What if I’m travelling with a friend or relative?
The lounge pass only allows access for one person, so if your travel companion is also eligible you need to ensure you both register for the offer individually – even if you’re travelling on the same booking. You also need to ensure that both your QFF numbers are included in the passenger information of your flight booking. If, however, they are not between 18-35 years they will not be eligible to receive a lounge pass as part of this promotion.
What if I turn 36 years old after I have booked my flight but before my date of travel?
Your date of birth is validated at the time of registration, so as long as you and your travel companion are aged between 18 and 35 years per the DOB on your Qantas Frequent Flyer profile at this time, you will still receive the lounge pass even if you have your 36th birthday before you travel.
When will I receive my lounge pass?
We’ll send a notification to the email address on your QFF profile when your Complimentary Lounge Invitation is available in your account. It will include instructions on how to link it to your eligible flight, which must be done at least 24 hours prior to departure. If you don’t receive your email after 7 days of booking, and you think you are eligible, please call 13 11 31.
How do I link my complimentary lounge pass to my booking?
You can easily link your lounge pass to your international flight through the Complimentary Lounge Invitation Portal in your QFF account up to 24 hours prior to your flight. For more detailed instructions, click here.
Can I also use the lounge pass in an overseas lounge on my return trip back to Australia?
No. Complimentary Lounge Invitations can only be used once, and for this promotion it must be linked to an eligible lounge from your port of departure in Australia.
Can I take up the offer when booking with a travel agent?
Yes. Eligible flyers will still be able to take up the offer when booking through a travel agent, as long as they register and book an eligible Qantas-operated flight with a QF flight number during the offer period. Just make sure your agent includes your QFF number in your booking.
What happens if I cancel or change my eligible booking? Can I use the lounge pass for another flight?
Full or part travel of an itinerary is eligible only if you book and travel within the promotional dates (regardless of payment date). If you cancel your initial qualifying booking or change it to be outside of the eligible travel period this offer will not apply.
What happens if the Lounge is full?
On the rare occasion the Qantas lounge is at capacity and staff are unable to allow entry, please request the lounge staff to submit a request to have your Complimentary Lounge Invitation reinstated to your QFF account and can be used for a future flight.
