Accor ALL program was launched two weeks ago, but there are still Accor brands and hotels that are not loyalty program participating.
Accor Live Limitless members cannot earn points at any ibis hotels in China and ibis budget hotels worldwide (two exceptions), among others.

Conclusion
There are limits on Accor Live Limitless hotel participation regardless of what the new name implies. I believe that Accor is working to bring these under ALL, but there will likely always be at least some hotels, if not entire brands, that are excluded.
