Why would some bother wasting their time to get a 5% discount by contacting the hotel, making an advance payment, and then dealing with the vouchers during a stay? Way too complicated for a minimal return.

These hotels could have some takers if they had implemented a flat 30% discount, vouchers that can be used at all participating hotels, and an online ordering system with instant payment without having to email back and forth.
