IHG introduced Ambassador “Benefits Guarantee” in early 2019 (read more here) that allows some InterContinentals to deposit a small number of points instead of providing FIRM benefits.
IHG suspended this guarantee for a month from May 30 until June 30, 2020 (read more here), but it is again enforced as of July 1st.

Here’s the statement from the IHG spokesperson:
- The Covid-19 waiver exception for the Ambassador Benefits Guarantee expired on 30 June 2020. Therefore the Ambassador programme terms & conditions apply.
- At hotels where there is no Club InterContinental or it is temporarily closed, Royal Ambassador members will be offered an alternative experience of breakfast for two.

I am glad that the benefit suspension was not extended and again in force from the beginning of this month.
If the club lounge is closed due to low occupancy, you should get the club benefits (breakfast, afternoon tea, and evening cocktails/canapes) at F&B outlets that are open. This is how many properties have handled it even outside of the pandemic when the club lounge is closed.
