Hilton pushed out an Honors terms and conditions update in early January 2021 to include the lower qualification thresholds for 2021 and the temporary changes to milestone rewards that we had previously covered.
It seems that Hilton used an old template for other parts of the T&Cs, which was a mistake and has been rolled back.

We were in touch with Hilton after the reader notified us, and Honors promptly fixed their mistakes (it pays to send us emails about program changes or other issues – some can be rectified).
Here there the correct changes instituted in 2020 that are indeed in place this year as well:
1. Points Expiry Change
Points now expire 15 months after inactivity up from the previous 12.
2. Points Earned For Incidentals
Members can now earn points for incidental spent at Hampton, Tru, Homewood Suites, and Home2 Suites. Previously, you would only collect for the room rate.
3. Earning Points For Multiple Rooms
Members can now earn points for up to FOUR rooms from the previous TWO.
Note that elite members will receive tier benefits only for the MEMBER + 1 regardless of the number of rooms.
4. Maximum Number Of Base Points Removed
There is no longer a maximum spend that can earn points. Members were before eligible for up to 100,000 base points at Canopy, Curio, Tapestry, Tru, Homewood Suites, Home2 Suites, and Waldorf Astoria Jeddah.

I have to give Hilton credit for fixing this and other issues promptly when they are notified. I am still baffled by how fast they are replying to normal consumer emails (read more here).
I am glad that these changed were oversight of using the old T&Cs template when doing an update. It can happen to all of us occasionally (here in LoyaltyLobby, too!).
