Hilton yesterday updated its T&Cs in regards to what brands are eligible for Gold and Diamond member upgrades.
Hilton currently has 19 brands, of which eight have opted out from upgrades, and one is unclear (Tempo).

Brands that don’t offer complimentary upgrades:

- Hilton Garden Inn
- Hampton by Hilton
- Tru
- Homewood Suites
- Home2 Suites
- Hilton Grand Vacations
The additional brand with no complimentary upgrades:
- Motto
Brands that do:
- Waldorf Astoria
- LXR
- Conrad
- Canopy
- Signia Hilton
- Hilton
- Curio Collection
- DoubleTree
- Tapestry Collection

This is grouped with brands that don’t offer upgrades, but the T&Cs do not exclude it.

Conclusion
I have certainly received upgrades at Hilton Garden Inn and Hampton Inn hotels, even when they are officially excluded per the T&Cs.
It is not a surprise that there wouldn’t be upgrades at MOTTO, which looks like Hilton’s take of Marriott’s Moxy with tiny rooms and larger public spaces.
It would be ideal if Hilton would be more apparent to what upgrades (hopefully up to a select standard suite) Diamond members are eligible for.
