Marriott teamed up with Rewards Network to offer Bonvoy members points for dining around the United States when they register their credit/debit cards with the program.
Marriott has now launched a bonus offer for dines in October that allows all members to earn 8 points per USD + up to 6,000 bonus points for new members.

Conclusion
I used to participate in these offers when I was living in the States. I just registered my cards with one of the dining programs (there are quite a few) and got random miles every once in a while for the F&B purchases I made at restaurants or bars.
When combined with higher earnings for October, the new member bonus may sway some members to sign up and eat at participating restaurants.
