Hilton has allowed from 2018 Honors members qualifying for Gold or Diamond status in nights, but not in stays, to gift the status to a family member or a friend. The threshold for the gift has been lowered (removed) for the past two years and 2022.
There is a deadline of January 31, the following year, by which time the Gold or Diamond status referral code must be processed, and if you never received the email with the code from Hilton, there is not much time left to request it.

The gifted Gold or Diamond status doesn’t follow the usual tier validity period but expires 365 days from the date it has been applied.
The deadline for 2021 referrals is January 31, 2022. You need to have the code ready from Hilton’s email. If you have not received the code from Honors, you can request it by emailing priorityletter@hilton.com.

Conclusion
I am not sure why I have never received the Gold or Diamond gifting referral codes, although I have qualified every year since this benefit was launched. Sebastian wrote about gifting the status (read more here) last year, and it took two weeks for him to get the code from Hilton. I hope that they have sped up the service.
