Japan Airlines has launched a promotion to get its JAL Mileage Bank (JMB) members to qualify easier in 2022.
JMB members earn double elite qualifying miles, JAL calls them FLY ON points, on all international routes through September 30, 2022.

There is a separate promotion for double FLY ON points on domestic routes that runs through the end of July.
The doubling only applies to the base FLY ON points that JMB members earn on JAL flights. Only flights marketed and operated by JAL qualify for double FLY ON points.
Conclusion
I bet that Japanese Airlines are facing issues with their elite members who have not traveled much internationally over the past two years when the country remains mostly closed for visitor arrivals.

- Flights/fares that were not traveled, including due to flight cancellations or aircraft changes, are ineligible for earning FLY ON Points.
- JALCARD Members Only First Flight FLY ON Points, flight bonus FLY ON Points, and other bonus FLY ON Points are ineligible for double points.
- Bonus FLY ON Points earned via this promotion will be credited at the same time as the corresponding standard FLY ON Points.
