It seems that IHG has now changed the wording on rejected registration attempts. Previously, it referred to a promotion code, but now it clearly states that the offer is unavailable to me.
Conclusion
This should be easy 3,000 bonus points to those who have been targeted for it, as you have 90 days to complete it.

Terms and conditions of the Birthday Offer:
For this “Birthday Offer” (“Offer”), you must be an IHG One Rewards member and be invited to participate in the Offer. After receiving an invitation, you must register your member number in advance to participate in the Offer. Once registered, you can earn 3,000 IHG One Rewards bonus points on one “Qualifying Weekend Stay” during the 90-day period following registration. The Qualifying Weekend Stay may be at any participating IHG® Hotels & Resorts brand, Mr & Mrs Smith properties, or participating Six Senses® Hotels, Resorts & Spas (as identified on each hotel’s booking page). To be eligible for the 3,000 bonus points, the Qualifying Weekend Stay (as defined below) must fall within the 90-day period immediately following the date you registered for the Offer. After registering, this Offer can only be redeemed once by a member, which means the 3,000 bonus points are awarded for the first Qualifying Weekend Stay during the 90-period; bonus points are not awarded under this Offer for any other weekend stays. The time needed for awarding points can vary with each offer, so please allow up to 6 weeks for the bonus points to be posted to your account.
For purposes of this Offer, a “Qualifying Weekend Stay” is defined as two (2) consecutive nights at the same property that includes at least one room night for a Thursday, Friday, or Saturday, by the Member who received and registered for the Offer, where the stay is booked under a Qualifying Rate, with total spend exceeding $30 USD (or local equivalent) per night. If a member books more than one room on the same room nights, they will only receive bonus points for the Offer on the Qualifying Weekend Stay based on the room nights with the higher average room rates for such nights. If more than one member checks into the same room, only one member who received an invitation and registered for the Offer is eligible to claim the Qualifying Weekend Stay for purposes of the Offer. The invitation to participate in this Offer applies to the original recipient only and cannot be transferred. Points awarded through this Offer are not Elite status qualifying. The points earned during the Offer can be used towards Reward Nights, can be redeemed for merchandise, or can be used for other redemption opportunities, as permitted under the IHG One Rewards program.
